Leo Pustilnikov Launches Innovative Studio-Only apartment Project Near Metro in Beverly Hills

Leo Pustilnikov, a notable figure in urban development, has introduced plans for a studio-exclusive residential complex in Beverly Hills. This project represents his sixth initiative under the builder’s remedy, situated near the forthcoming Metro D Line. The proposal outlines the construction of a 90-unit, eight-story apartment complex at 214-216 South Hamilton Drive—an area known for its accessibility and appeal.

This endeavor leverages the builder's remedy provision, a critical mechanism enabling development in areas where local housing plans do not meet state requirements. By exploiting this provision, Pustilnikov has previously secured approvals for projects in areas traditionally resistant to new constructions.

The new building is designed to feature exclusively studio apartments, with 18 units dedicated to affordable housing, emphasizing a commitment to diverse economic accessibility.

The builder’s remedy, a pivotal element in this process, is applicable when a city fails to comply with state-mandated housing targets, allowing projects that fulfill certain affordability criteria to proceed without the usual bureaucratic hurdles. This legal strategy was viable until recently (5/1/2024) , as Beverly Hills did not meet its initial housing plan deadline, allowing for such innovative projects to be proposed.
