If you plan to sell an apartment building in San Pedro or Wilmington, you are selling inside the City of Los Angeles, not in the independent South Bay. That changes how the building is priced, who buys it and what the sale costs you. Kevin Kawaoka, CCIM, of Bluechip Investment Group has closed apartment sales in the Harbor area and works from offices in Torrance and West Los Angeles.

What is my San Pedro or Wilmington apartment building worth?
Value in the Harbor area turns on four things: the age of the building, whether it falls under the LA Rent Stabilization Ordinance (RSO), how your in-place rents compare with market, and which buyer pool fits the property. A neighborhood average captures none of that.
A valuation from us starts with your rent roll, then looks at where recent Harbor-area and comparable City of LA sales have landed, so you can see the range for yourself. There is no obligation.
Selling an apartment building in San Pedro: the market
San Pedro is dense and older by LA standards, with pre-war walk-ups, courtyard buildings and small apartment blocks across downtown San Pedro, Vinegar Hill, Point Fermin, Vista del Oro and Weymouth Corners. Much of it was built before 1978. Demand comes from the Port of Los Angeles, logistics, healthcare and a downtown arts district, and the West Harbor waterfront redevelopment is drawing further investment to the area.

Selling an apartment building in Wilmington: the market
Wilmington sits at the center of the Harbor industrial economy, close to the Port and the 110 and 405 freeways. Its apartment stock mixes older small buildings with larger 1980s-era communities, and renter demand is steady from the port workforce. Buyers here tend to be value-add investors and long-term holders.

Trailing 12 months: a 5.7% average cap rate, $141,032 per unit and 2.3 months to sell. Wilmington is a small market, so treat these as directional. See the full Wilmington market snapshot. Bluechip analysis of sales from October 26, 2025 to October 26, 2026.
Rent control: what applies in San Pedro and Wilmington
Both communities are part of the City of Los Angeles, so most buildings with two or more units and a certificate of occupancy before October 1, 1978 fall under the LA RSO. Newer buildings are generally covered by the state’s AB 1482.
We confirm RSO status for your specific property, since it depends on build date and certificate of occupancy.
For how the RSO affects pricing, rent increases and your sale, see our guides to selling in San Pedro and Wilmington.
Measure ULA: the transfer tax on larger sales
For sales closing on or after July 1, 2026, Measure ULA adds a tax of 4% on sales above $5.4 million and 5.5% at $10.9 million or more, on top of the City’s base transfer tax. The rate applies to the entire sale price, not just the amount over the threshold, and the thresholds adjust each July 1. Many smaller San Pedro and Wilmington buildings sell below the first threshold, but larger communities do not, so it belongs on the net sheet early.

Frequently asked questions
How much is my San Pedro or Wilmington apartment building worth? There is no single per-unit number for the Harbor area. Age, RSO status, the gap between in-place and market rents, and condition move value more than the neighborhood does. A free valuation uses your rent roll and recent comparable sales.
Are San Pedro and Wilmington under rent control? Yes. Both are in the City of Los Angeles, so most buildings with two or more units built before October 1, 1978 fall under the LA RSO. Newer buildings are generally covered by AB 1482.
Does the RSO lower my building’s value? It affects underwriting, because buyers cap rent growth and price in turnover. Positioning the building to the right buyer pool and presenting clean rent records and accurate expenses protects value.
Does Measure ULA apply if I sell in San Pedro or Wilmington? Yes, both are inside the City of Los Angeles. For sales closing on or after July 1, 2026, the tax is 4% above $5.4 million and 5.5% at $10.9 million or more, applied to the whole price.
How much does it cost to sell an apartment building here? Costs include the brokerage fee, City and County transfer tax, Measure ULA if the price is above the threshold, and any tax on the gain. We build a net sheet before you decide.
How long does it take to sell an apartment building in San Pedro or Wilmington? In San Pedro, buildings sold over the past 12 months took about 4.0 months on average to sell. Timing varies with price, condition, rents and RSO status. In Wilmington, the average was about 2.3 months.
Should I compare my building to sales in Torrance or Gardena? Not directly. The cities of Torrance and Gardena have their own rent rules and no Measure ULA, so buyers underwrite those buildings differently. The exception is a building with a Torrance or Gardena mailing address that sits inside the City of Los Angeles, which follows LA rules. We confirm the jurisdiction first, then use City of LA comparables and adjust where South Bay data is useful.
Who is the best apartment broker in San Pedro and Wilmington? The right broker can show closed Harbor-area sales, explain how RSO and Measure ULA affect your building, and show you the numbers before you list. Kevin Kawaoka, CCIM, will do that for your building. Request a free valuation.
